Transfer Evaluation & Placement Tests

Evaluations take between 7-10 business days and longer during peak periods.

When your official transcript is received, we will first review for placement test exemptions within 48 hours, excluding weekends and holidays. You may also email an unofficial copy of your transcript for placement test exemptions to [email protected]. Visit the Testing Guide to view options on how to qualify for placement test exemptions.

Any questions related to your transfer evaluation may be sent to  transferevaluation@frederick.edu.

General Transfer Information

Transfer courses and credits are reviewed by our Transfer Evaluators and/or the Associate Registrar for Transfer Services. The reviewer researches the institution, its accreditation status, course descriptions, grades earned, and possibly syllabi when determining the transferability of a course and how it applies to your program of study. Students are responsible for providing syllabi if requested. FCC adheres to the general education and transfer policies of the Maryland Higher Education Commission and our own institutional policies.

Types of Credit

We accept college-level coursework and experience from accredited higher education institutions and non-traditional sources such as:

  • ACE (American Council on Education credit recommendations)
  • AP (Advanced Placement)
  • Cambridge AICE
  • CLEP (College Level Examination Program)
  • DSST (DANTES Subject Standardized Tests)
  • IB (International Baccalaureate)
  • Military (JST & CCAF)
  • NCCRS (National College Credit Recommendation Service)
  • International college-level coursework evaluated by an approved agency

International College-Level Coursework

FCC accepts credit from colleges and universities outside the United States, but the educational record must be reviewed by a United States evaluation service first. When selecting the type of service, you must choose a course-by-course evaluation.

FCC recommends the following agencies. The links provided will take you to a special landing page for our students where you will receive a discounted rate:

In addition to the above recommendations FCC will also accept evaluations completed by members of the National Association of Credential Evaluation Services (NACES).

  • The only exception to this is for students earning the CPA Exam Qualification Certificate. For this program, The College will only accept transcript evaluations from National Association of State Boards of Accountancy (NASBA), as the CPA exam requires applicants to provide evaluations done by NASBA only.

Prior Learning Assessment (PLA)

Otherwise known as credit for prior learning. We have many opportunities for students to earn college credit for high school coursework, professional licensures, and industry certifications, to name a few. For more information, reference Prior Learning Assessment.

Maximum Number of Transfer Credits

FCC may apply up to 45 transfer credits to a student’s degree program. IB coursework is limited to 30 credits maximum. To earn an associate degree or a certificate, at least 25% of the credits earned must be completed in residence at FCC.

Quarter Hours

Credits earned at an institution operating on the quarter hour system will be converted to semester credit hours if the credit is transferable. Quarter hours are multiplied by 2/3 to equal semester credit hours. For example, 5 quarter hours convert to 3.33 semester hours.

Duplicate Coursework

  • Transfer credit cannot be awarded for a course if credit has already been earned for the equivalent course at FCC.
  • If you transfer a course and later complete the equivalent course at FCC, the transfer credits will be removed from your academic record when you successfully complete the newer course.
  • If you did not pass a course at FCC (F grade earned), you may transfer in the equivalent course which will exclude the unsuccessful attempt from your cumulative GPA.

Reverse Transfer

If you are transferring to another institution before graduating at FCC, you have the option to transfer coursework back later to complete your degree. Learn more about Reverse Transfer

Verification of Transferability

Verify how a course will transfer to FCC before you take it: Before you register for a course at another institution, complete the Verification of Transferability Form. This form will ensure you know the transferability of a course before you spend your time and money on it.

Reverse Transfer

How can I be an FCC graduate after transferring to my four-year or other two-year college? If you have attended FCC and transferred before earning your associate degree, you are a candidate for Reverse Transfer!

What is Reverse Transfer

Reverse Transfer is the simple process by which a former FCC student may complete an FCC associate degree while working on requirements at another two- or four-year college.  Students who begin their education at FCC and transfer to another institution may complete their associate degree requirements while working toward a bachelor’s degree.

Graduating with a reverse transfer will:

  • Add a valuable educational achievement to your resume
  • Increase your earning potential and job qualifications
  • Receive the degree you deserve

Qualifications

Students must have at least 15 FCC resident credits and a minimum 2.000 GPA to graduate with an associate degree.  Program-specific graduation requirements apply.

Steps for Reverse Transfer

Prior to registering for classes at another institution for transfer back to FCC as part of your degree program, please complete the Verification of Transferability Form.

When remaining degree requirements have been completed at your transfer college, send an official transcript to FCC at the following address:
