MACEM&PS at FCC Receives State Grant to Help with Emergency Preparedness Training

The Mid-Atlantic Center for Emergency Management and Public Safety (MACEM&PS) at Frederick Community College has been awarded a state grant to continue and enhance its Homeland Security and Emergency Preparedness training programs.

The $46,000 grant from the Division of College and Career Readiness of the Maryland State Department of Education will increase opportunities for students to participate in career and technical education (CTE) programs, earn college credit, and obtain industry credentials.

“We are grateful to receive this grant that will help the Mid-Atlantic Center for Emergency Management and Public Safety at FCC continue to offer innovative homeland security training programs,” FCC President Elizabeth Burmaster said. “Access to this critical training improves our local and national security and supports national preparedness goals.”

The grant will allow MACEM&PS to build on work it has done over the last seven years as the Maryland Postsecondary Affiliate for the CTE program in Homeland Security and Emergency Preparedness (HSEP).

“Homeland security and emergency preparedness are emerging disciplines with changing policy and growing knowledge bases reflected in programs at the local, state, and federal levels,” said Kathy Francis, Executive Director for the MACEM&PS. “This grant will help MACEM&PS review and create programs and opportunities to ensure students receive the current, relevant, and innovative training necessary in the homeland security and emergency preparedness fields.”

Specifically, the grant will allow MACEM&PS to:
  • Review current program courses and pathways to enhance methodology and discipline content to reflect the present-day state of homeland security and emergency preparedness;
  • Develop at least 10 model lesson plans each for four specific courses, which will be used to guide instructors;
  • Develop model articulation agreements between the Maryland Homeland Security and Emergency Preparedness Program and colleges and universities that can be used by school systems to develop pathways to programs at local higher education institutions
  • Conduct a one-day, hands-on GIS training workshop to assist new HSEP information/communications technology pathway instructors to better understand the practices of GIS and related software, specifically focusing on responding to the 2020 pandemic and similar public health challenges; and
  • Develop turnkey online course packages for five HSEP courses.

FCC created the Mid-Atlantic Center for Emergency Management (MACEM) in 2010 with the charge to serve the emergency management and public safety community locally, regionally, and nationally, to include government agencies, private sector organizations, and the public alike.
