Frederick County Resources for Adults with Disabilities

  1. Maryland Division of Rehabilitation Services

    Hours of Operation:  Monday – Friday from 8 a.m. – 5:00 p.m.
    Eligibility Criteria:  Serves individuals with significant physical, mental or cognitive disabilities.
    Eligibility Process:  Call to set up an appointment for a group orientation usually on Mondays at 9:45 a.m. at their main office.
    Types of Services:  Vocational rehabilitation and disability determination services including:  vocational guidance and counseling, career assessment, job training, support for college or technical training, job search and placement, supported employment and rehabilitative technology.   Independent living skills programs are also available.

    Note that some Workforce & Technology Center Training Programs are located in Baltimore including the Employee Development Services     (8-week) and Managing Successful Transitions (4-week summer) Programs.

    Eligibility Criteria:  Individuals with intellectual and developmental disabilities (acquired before age 22).
    Eligibility Process:  Call Aaron Stephens directly.
    Types of Services:  Information and referral, youth transitioning program (housing, benefits, employment), independent living skills and job assistance for adults.  Self- advocacy group for adults.
    Adult Basic Education class at FCC – contact is Aaron Stephens.
    LEAP Program – Leadership program for 18-22 year olds.  Also other independent living and developmental skills classes offered through continuing education at FCC.  Contact the Arc about these classes.

    Fee Structure:  Most programs are free.  Some are supported through the Division of Rehabilitation Services for their clients.
    Eligibility Criteria:  Adults with disabilities.
    Eligibility Process:  Intake appointment at number above.
    Types of Services:  Supported employment and vocational services,  job search and retention assistance, computer training in Microsoft Office products, and Job Readiness Program meets MWF 12:30 – 3:30 pm (continuous enrollment).

    Fee Structure:  Varies, may be through the Developmental Disabilities Administration (DDA) or Service Coordination, Inc.
    Eligibility Criteria:  Persons with mental illness or developmental disabilities including autism, and homeless veterans.
    Eligibility Process:  Contact enrollment counselor Peggy Remsch.
    Types of Services:  Pathways Day Program (behavior management, recreation, social skills and employment support) through DDA funding, community employment program for persons with a mental health diagnosis, supported housing for severely mentally ill persons, homeless veterans programs, and crisis intervention services through the 2-1-1 mental health hotline.  Case management healthy transitions initiative for ages 16-26.

    Hours of Operation:  8:00 a.m. – 6:00 p.m. Monday – Thursday, and   8:00 a.m. – 4:00 p.m. Fridays.
    Fee Structure:  Free service to Frederick County residents.
    Eligibility Criteria:  Primarily adults though some programs may be for specific populations, e.g., Summer Jobs Program for youth ages 14-24.
    Eligibility Process:  Call for an appointment.
    Types of Services:  Basic computer classes, employment counselors, career exploration assessments, and job training may be provided.

    Fee Structure:  Free to eligible individuals.
    Eligibility Criteria:  Individuals with a developmental disability (severe chronic disability caused by a physical or mental condition other than a mental illness).
    Eligibility Process:  Complete online application at www.ddamaryland.org or call 1-888-791-0193 to have an application mailed.
    Types of Services:  Residential placements, medical day programs, supportive employment, job coaches and other support services.

  7. United Cerebral Palsy of Central Maryland, Frederick County

    Fee Structure:  Funded through Service Coordination Inc. through the Developmental Disabilities Assistance (DDA) state fund. 
    Eligibility Criteria:  Adults with developmental disabilities (disability prior to age 21).
    Eligibility Process:  Through agencies like Service Coordination, Inc.
    Types of Services:  Adult day habilitation for pre-vocational skills, assistive technology evaluations, medical adult day care, transportation to their site for services, residential services and supports, supported employment, respite care.  Tours of facility available.

    Eligibility Criteria:  Primarily persons with developmental disabilities.
    Eligibility Process:  Individuals need to have a service coordinator who determines that this program is a good match.  This can be through the Division of Rehabilitation Services or Service Coordination, Inc.
    Types of Services:  Vocational and day habilitation program, in-house employment opportunities including laundry, copying and industrial assembly.  Job coaching for community placements and supported employment.

  9. The Scott Key Center

    Fee Structure:  Through government funding.
    Eligibility Criteria:  Must be a Frederick County resident with a developmental disability age 21and over.  Prospective participants would need to go through the Developmental Disabilities Administration for funding.
    Eligibility Process:  Start with a Developmental Disabilities Administration application and then through Service Coordination Inc.   or The Arc for case management services.
    Types of Services:  Competitive and supported employment at local businesses.  In-house production and janitorial services with area government and private industry sites.

  10. Adult Basic Education

    Hours of Operation:  8:30 a.m. – 4:30 p.m. (orientations and classes are also held in the evening).
    Fee Structure:  Varies depending on program, most are free.
    Eligibility Criteria:  Maryland resident who is age 16 and over and officially withdrawn from school and either does not have a high school diploma or GED, or whose native language is other than English for ESL.
    Eligibility Process:  Call to reserve a place to attend an orientation for testing and placement. 
    Types of Services:  GED classes, English as a Second Language and Family Literacy classes ($200 fee  for advanced ESL classes), External Degree program to earn a high school diploma ($200 fee), and Adult Basic Education classes.  Orientations are held during day and evening hours at various community locations including the FCC main campus, FCC Monroe Center, and Frederick County Workforce Services - Business and Employment Center at 5340-A Spectrum Drive.
